Drayage shipments are those shipments that cover the transportation of a shipping container from a steamship line (SSL) to a port or terminal where the container is picked up by a carrier, or vice versa, where a container is delivered to a port or terminal for pickup by an SSL.
Shipments in Turvo can utilize the drayage mode to cover a single leg of the route in a multi-leg shipment, or a single-leg shipment can be drayage only. Whichever way you utilize the drayage mode, Turvo offers flexibility and visibility for the unique needs of this “first mile” and “last mile” of the supply chain.
This article provides information specific to drayage shipments, including:
- Creating a drayage shipment
- Fields utilized by drayage shipments
- Assigning carriers for drayage shipments
- Drayage shipment assets
- ETAs and tracking for drayage shipments
- Holds categories & types
Creating a drayage shipment
Creating a drayage shipment follows the same procedure as creating other shipments in Turvo. There are no fields or workflows unique to drayage when creating a shipment. Simply select Drayage in the Mode field and select Any or Import in the Service type fields. Add the customer, locations, and dates, then click CREATE when you are finished.
Protip: See our main article on How to create a shipment to learn more about shipment creation.
Drayage service types
Drayage shipments in Turvo have two possible service types: Any and Import.
- Drayage - Any does not specify whether the shipment is imported or exported. This service type is used when the Import or Export service types are not appropriate.
- Drayage - Import shipments are those shipments that are carried to a domestic port or terminal by a steamship line (SSL) carrier, where an over-the-road or rail carrier will pick up the container for the next leg of the shipping process.
Drayage vs Intermodal
In some cases, you may have a shipment that changes modes multiple times over the course of its life. In order to alleviate some of the setup requirements for creating a shipment with multiple legs and modes, we offer the Intermodal mode as an option for shipment creation.
Note: This feature is available to all tenants, but its use is optional. You will still be able to create a shipment with multiple route segments with multiple modes, as described in our Managing details for shipments with multiple customers, carriers, and route legs article.
Rather than one shipment with multiple route legs for each mode change, intermodal shipments will include only one route segment, with only the origin and destination listed in the route information in the shipment’s Details tab. Stops for transfers between modes between pickup and delivery are not listed.
For example, you may have a shipment that has an ocean leg, a drayage leg, and a truckload (TL) leg in its route. Using the intermodal mode instead allows you to have a single route leg, where the pickup location is the pickup for the ocean leg and the destination location is the delivery location for the TL leg. However, shipments using this mode will be subject to the limitations of the intermodal mode and will not contain the details or OpenTrack integration found in drayage.
See our Intermodal Shipment Guide article to learn more about the intermodal mode in Turvo.
Features unique to shipments with drayage route segments
The Summary and Details tabs for Drayage shipments using the OpenTrack integration will have some differences from shipments that only have Ocean and/or Rail.
Route information
Turvo utilizes a number of fields relevant to drayage shipments in the Details tab > Shipment block > Route segment of each shipment. This segment houses information regarding the carriers assigned and specific stops for pickup and delivery. Some of this information will be input when you create the drayage shipment, and some may be entered at a later time.
The fields utilized by drayage shipments will differ based on whether the shipment’s Mode and Service type are set to Drayage - Import or Drayage - Export. While some fields are used for both service types, some are unique to each.

|
Important note: The drayage shipment must have a status in the Ship phase for the document to properly capture the fields listed above.
The creation of a work order document or an existing document file is the same as creating any other document from a template in a shipment. While in the Add document modal, simply select Work order from the Ship phase documents listed in the Document type drop-down. Modify any information necessary, then select CREATE to generate a work order document. See our Add, create, share, or send a document in a shipment article to learn more about creating a document from within the shipment.
Note: The work order document template is not available via self-service in the Admin console’s Document templates page. To have a work order document template configured for your tenant, contact your Turvo representative.
Assigning carriers and rating drayage shipments
Assigning carriers and rating drayage shipments follows the same processes as other shipment modes. Drayage shipments support contracts and global rates with your carriers and customers, as well as fuel surcharge plans. See the following articles to learn more about using these features in Turvo.
- How to create a contract
- How to create global rates
- How to add a lane rate to contracts or global rates

ETAs and tracking for drayage shipments
Drayage shipment ETAs and tracking can use the same configurations as other shipment modes in Turvo. However, the OpenTrack integration is available for any shipment that involves a shipping container, including drayage.
Default ETA configuration
To learn more about how Turvo’s default ETA calculations work and how to check ETAs on shipments, see the following articles:
- How to see ETAs for all stops on a shipment
- How to check the ETA for the next stop on a shipment
- Configuring max distance and speed for approximate Hours of Service in ETA calculations
Carriers performing drayage shipments may not be able to provide or calculate ETAs for the stops. If an ETA is not provided by the carrier or Turvo cannot calculate an ETA for the next stop, ETA to delivery will remain blank or will be filled in with the destination location’s Delivery appointment time. Dates displayed on the route card for these modes are the appointment times entered into the Details tab of the shipment and the post update times (at pickup, picked up, delivered, etc).
For long-haul over-the-road drayage shipments, you may wish to incorporate the maximum miles that your drivers are allowed to drive in a 24-hour period and their average speed into your ETA calculations. See our article, Configuring max distance and speed for approximate Hours of Service in ETA calculations, to learn more about configuring these settings for your ETA calculations.
Container tracking with OpenTrack
Drayage - import shipments can utilize Turvo’s OpenTrack integration, which is currently in Limited Release, to obtain route information and tracking updates for your shipments’ containers.
See our Using OpenTrack for container tracking [Limited Release] article to learn more.
Holds categories & types
The Holds category and type field in the shipment indicates the type of hold placed on the drayage shipment. This field is exclusive to Drayage shipments. The tables below explain the categories and types of holds that may be placed on your container by various organizations.
Protip: Tenants using the OpenTrack integration will receive Holds exceptions automatically through OpenTrack. The Holds category and Holds type fields will be read-only if the shipment is synced to OpenTrack.
Note: Turvo also has a Held at customs exception, which is a separate shipment exception type that is exclusive to the Ocean mode.
Customs holds
The Customs holds category includes holds that are issued by U.S. Customers and Border Protection (CBP). These are typically issued due to issues with bonds, manifests, or exams for potential illegal items.
Hold Type |
Reason |
Implication |
In-Bond |
The required In-Bond required for all commercial shipments valued at over $2,500 was not paid. |
CBP will not release the container until the bond is posted. |
ISF Bond |
A claim has been issued by CBP due to non-compliance in filing for Importer Security Filing (ISF) bonds. |
CBP will hold the container until the required documentation is provided and they have reviewed it. |
Non-Intrusive Inspection (NII, 7H, VACIS, X-RAY) |
CBP has ordered the container to be driven through a non-intrusive scanner (such as an X-Ray machine) at the terminal and will review the images. |
CBP performs an exam within 1 to 2 business days. If no issues are found, the container is released. Otherwise, the container could be escalated to an Intensive exam. Fees may be incurred that can range from $150 – $350 per container, depending on the size of the container and the port at which the shipment is held. |
Tailgate Exam |
A Tailgate Exam is being performed. Typically, this is the next step of the investigation after a Non-Intrusive Inspection. |
The container is opened and a CBP officer will examine the inside of some shipments. The exam typically occurs within 5-6 days, depending on port traffic, with costs up to $350. If the shipment must be moved for inspection, transportation costs will be owed. If further examination is required, the container may be subjected to an Intensive Exam. |
Intensive Exam |
An Intensive Exam is being performed at a Centralized Examination Station (CES). Typically, this is the next step of the investigation after a Tailgate Exam. |
The container is moved to a CES. Delays can range from 1-2 weeks. The container contents are physically removed and inspected. If the container is moved to a CES, the cost is incurred against the bonded trucker/carrier along with storage fees from the terminal and required equipment costs. |
Unknown Exam |
The reason and type of Customs Exam was not explicitly specified by CBP. |
The container cannot be released until the Unknown Exam hold is removed by CBP. |
CET Hold / (A-TCET) Exam |
This is a hold placed by a Contraband Enforcement Team (CET) when the container is under the suspicion that it may contain illegal items. |
The container is moved to a Centralized Examination Station (CES) for an Anti-Terrorism Contraband Enforcement Team (A-TCET) Exam. The container contents are physically removed and inspected. Costs may be incurred for container transportation, storage fees from the port, and required equipment costs. |
General Order |
The container is missing proper Customs documentation, or does not quickly clear Customs. |
The container cannot be released until the General Order hold is removed by CBP. |
1H |
A manually-posted CBP hold, effective in the port of discharge. |
The container cannot be released until the 1H hold is removed by CBP. |
1S |
A discrepancy was found between the ENT/REL quantities and the AMEND quantity on the bill of lading that was not resolved by the end of the lay order. |
The container cannot be released until the 1S hold is removed by CBP. |
5H |
A previous Entry Processing posting has been targeted for a document discrepancy exam. |
The container cannot be released until the 5H hold is removed by CBP. |
1W |
A hold placed due to participant request for a Permit to Transfer (PTT), T01, or by the manual posting of a PTT by CBP. |
The container cannot be released until the 1W hold is removed by CBP. |
1X |
The container is being transferred to a CES for examination. |
CBP will post any examination site or transfer carrier restrictions in the public remarks field (e.g., “Transfer to XYZ CES for examination” and/or “Must be transported by driver for XYZ carrier”). |
Manifest |
A hold that is placed by a Manifest Examination Team (MET) on containers with an incorrect manifest. |
CBP will hold the container while the MET requests and reviews additional documentation. |
Unknown |
A hold where the reason was not explicitly specified by CBP. |
The container cannot be released until the hold is removed by CBP. |
USDA holds
The USDA holds category includes holds that are placed on the container by the U.S. Department of Agriculture (USDA), typically to check for environmentally harmful organisms in your container.
Hold Type |
Reason |
Implication |
USDA |
The container will be checked for harmful pests, such as potentially invasive species. |
The container cannot be released until the USDA exam is completed. |
AQI |
The container is being subjected to an Agriculture Quarantine Inspection (AQI). |
The container cannot be released until the inspection is completed and fees are paid. For more information, review USDA’s AQI documentation. |
Line holds
The Line holds category includes holds that are placed on the container by the steamship line that carried it to port. These are typically issued due to unpaid fees.
Hold Type |
Reason |
Implication |
Freight |
The steamship line has not yet received payment for outstanding fees for container transport. |
The container cannot be released until the hold is removed by the steamship line. |
Fees |
Fees are due to the steamship line for storage of the container. This might be used for demurrage. |
The container cannot be released until the hold is removed by the steamship line. |
Terminal holds
The Terminal holds category includes holds that are placed on a container by the receiving terminal. These are typically issued due to issues with traffic, container accessibility, or fees.
Hold Type |
